Libya floods: Whole neighbourhoods dragged into the ocean

Water engineering professionals instructed the BBC it’s most likely the higher dam, round 12km (8 miles) from town, had failed first, sending its water sweeping down the river valley against the second one dam, which lies nearer to Derna – the place neighbourhoods have been inundated.
